Created in 1986 to support the programs and services of the Roosevelt Warm Springs Institute for Rehabilitation, the Roosevelt Warm Springs Development Fund provides essential funding for needs that cannot be covered through the organization's regular operating budget. Contributions are used to supplement a variety of needs, including rehabilitation equipment, advancements in research and technology, program expansions, facility improvements and staff recruitment. Other undertakings include educational and recreational programs, and the development and support of disability sports. Through a public-private partnership with the State of Georgia, the Roosevelt Warm Springs Development Fund has sponsored several multi-million dollar building campaigns that have resulted in the construction of Camp Dream, the Frank C. Ruzycki Center for Therapeutic Recreation, Blanchard Hall, and the renovation of Roosevelt Hall. The Development Fund's Board of Trustees is composed of business and community leaders.

The 1927 Society, named for the year FDR founded the Roosevelt Warm Springs Institute for Rehabilitation, is an Estate Gift donor club of the Development Fund. It recognizes those individuals who wish to continue their support of the Institute through a gift from their estate plan. These gifts are deposited into the General Endowment and generate an annual return. Donations of cash and/or stocks are also accepted. Members can contribute to the future of the Institute by including a charitable bequest in their will, trust, charitable gift annuity, retirement investment account, other estate planning documents, or life insurance and investments (CDs, mutual funds, bank accounts). Upon maturity, these gifts are placed in the General Endowment, which provides support for services, facility improvements, new programs, historic renovations and other emerging priorities. It is a policy of the Development Fund to utilize no more than 5% of the general endowments annually, so that as investment returns rise, the value of the endowed gifts grow. Planned giving is simple, effective, and a benefit to both the donor and the Roosevelt Warm Springs Institute for Rehabilitation.

The Roosevelt Warm Springs Development Fund is governed by a volunteer Board of Trustees. This Board is comprised of business leaders, community leaders, local politicians, and interested persons. An Executive Committee of the Board is appointed with elected officers to oversee the Development Fund.

Historically, volunteers have always played a significant role at the Roosevelt Warm Springs Institute for Rehabilitation. Volunteers assist in many ways, including helping individuals receiving medical or vocational rehabilitation services, sunshine carts, special events, recreational activities, campus beautification, occupational aides, and clerical and administrative support.
